people-watching is kind of a form of observation and analysis of human behavior, allowing people to gain insight into human psychology by well watching people, seeing how they behave, interact and communicate with other people.
people-watching at a cafe is sort of a form of surveillance/monitoring, these people have been observed without their consent or knowledge.
